Lim Guan Eng is a Stupid Pig.

The presence of a moderate to strong La Nina in the central Pacific region this year enhances rainfall and weather extremes in our region as seen in extreme weather events that occurred in other countries in the region recently. In terms of rainfall extremes, the daily rainfall recorded during this episode i.e., from 30th October to 3rd November 2010 are among the highest in the past 60 years. The highest daily rainfall for a 60-year record for Alor Star for November is 164 mm, recorded on 18th November 1951 and October is 145 mm, recorded on 11th October 1986. The highest daily rainfall during this episode was 138 mm, recorded on 1st November 2010.
In many places in both states, the rainfall amount recorded during this episode, was more than the monthly rainfall amount for either October or November. Many places In Kedah, also recorded higher rainfall amount during this episode as compared to the 2005 heavy monsoon rainfall episode from 15 to 19 December. For Alor Setar, the total rainfall accumulated during this episode was 1.7 times higher than that of 2005 episode which was 207 mm as compared to 119 mm. Many places in the districts of Kubang Pasu, Padang Terap, Kota Setar, Pokok Sena and Pendang recorded between 300 to 530 mm during this episode. In Perlis many places recorded total rainfall amount of between 260 to 360 mm during the same period. In Chuping 321 mm of rainfall was recorded for the 5 day period as compared to 471 mm recorded during the December 2005episode.

Hence both the areal coverage and the intensity of the rain during this episode are among the factors that contribute to the severity and large scale flooding in Kedah and Perlis.

Dei Fuckarse, every primary schoolboy knows and undertsands what you dont. When you have unexpectedly excessive rainfall within a short span of time , the inevitable consequence is floods. Even your adored Singapore experienced the same in August 2010 when even Orchard Road was turned into a pond.

In 2005, Kedah Perlis and mainland Penang was inundated. Did we have the EDTP then, ah stupid fellow? When you cunt figure out a simple thing like this, Allah help us when more urgent stuff appears.

I CALL ON GAMUDA-MMC TO INITIATE LEGAL ACTION AGAINST THE PENANG STATE GOVERNMENT FOR UNCONSCIONABLY DELAYING THE PROJECT AND SEEK THE NECESSARY FINANCIAL RESTITUTIONS. I AM GIVEN TO UNDERSTAND THAT THERE ARE CLAUSES IN THE AGREEMENT TO THAT EFFECT AND IT IS TIME GAMUDA-MMC PLAY HARDBALL BY INVOKING THE RELEVANT CLAUSES.

KONG CHONG HA SHOULD NOT LIAISE WITH DA PIG. INSTEAD HE SHOULD STAY OUT OF LIM'S SELF-INFLICTED ERROR AND LET THE COURTS DECIDE.

Lim Guan Eng is trying to play to the gallery as if he is the people's champion. Reality says this is just another stunt to deflect attention away from brewing scandals under his watch. He has avoided my PBA queries and any accounting for his lies at the Penang State Assembly. Let me sent him another cyber ant up his arse in that regard.

Hint: He is indirectly implicated in the deaths of members of the Chung Ling dragon-boat rowing team. How? Watch this space!

PBAPP Water Scandal (part 1): Lim Guan Eng Misled the Penang State Assembly

Preamble: This blog prides itself on an unspoken but strictly adhered to time honoured principle: No questions or accusations without facts. It is a code of honour that is the mark of respect I owe to my small coterie of readers. Salacious though the details may be, mere hearsay, sexy rumours or steamy shenanigans will never see the light of day here unless I have in my OWN possession, the proverbial smoking gun. Even then, though no angel nor apostle, I will hold to the Islamic principle of "tutup aib" unless it involves public trust, monies etc for I hold that it is in His Benevolence and Mercy to reveal the personal and conjugal hypocrisy of the pretentious slimeballs and charlatans in our midst of which there are many. Believe me, that has happened once too many already at His Bidding and as a humble servant will let the Almighty to do His Will.

Back to the topic at hand, today's revelation will be about a LIAR who swore CHANGE over the corpse of his CAT. Yes, a CAT that lies buried in a public sepulchre as this evil man does his bidding unmolested, hoodwinking all and sundry with his cheapskate talk and empty threats.


Apart from the plastic bag shenanigans that has drawn plenty of flak and which I will show is a sleight of hand environmental trick conjured by Guano, the mismanagement of public enterprises is one of the hallmarks of Lim Guan Eng's fledgling administration. Today, I will reveal to you that Lim Guan Eng LIED to the Penang State Assembly when explaining away the shameful profit shortfall of Perbadanan Bekalan Air Pulau Pinang (PBAPP) when winding debate on the 2011 Supply Bill.

That the said lie was purposely made to highlight his regime's socalled caring attitude is obvious in his press statements available here and here. The statements contained therein are almost wholly fabrications to cover up his and his management teams ineptitude. They are substantially at variance with the reasons provided to the shareholders as the screen capture of the 2009 PBAPP Annual Report (see below) reveals.

Ancillary question: Has Lim Guan Eng also LIED to PBAPP Sdn Bhd's shareholders given these conflicting statements?

Further, Lim Guan Eng also COVERED-UP for his and his underlings' inefficiencies by not revealing that Non-Revenue Water loss (NRW) had increased by 3% from 16 to 19% which thus affected Profit After Tax. This despite such losses has been continually reduced by the previous management and additional capital invetsments being made in FY 2009 to further reduce such losses.

Ancillary Question : a) Can Lim Guan Eng and gang account what happened to a substantial portion of the 63.22 million litres of NRW lost of which I conservatively estimate an additional RM 2 million in income is accruable.

b) Are such losses 100% NRW or are these figures fabrications designed to hide skimming into slush accounts?

I move that Lim Guan Eng be cited for misleading the Assembly and be referred to the Committe of Privileges for further action .

I also move that Public Accounts Committee of the Assembly peruse the accounts of the PBAPP or better still, the SPRM be called in to go through PBAPP's books.

PBAPP : Drowning in Incompetency (Final Part)

Lim Guan Eng aka Guano, I know for a fact that this is a mosquito blog and does not warrant a secondlook nor be dignified with your replies. But I will put forth these questions to get a clearer picture of PBAPP's murky future considering the current water tariffs and given its tardy finances. You need not reply here but may use any other forum at your discretion to address what you would admittedly concede to be legitimate concerns


Fact : In 2007, a total of RM850000.00 was expended to upgrade facilities at the Teluk Bahang dam for the annual Penang Dragon Boat races comprising the international race and the smaller Penang Pesta dragon boat race. In 2008, another RM850000.00 was expended by the PBAPP for the same reason. (both amounts are available in the respective Annual reports under the CSR sections)


Q1 (a): With total infrastructural investment amounting to RM1.7million, why did the Penang State Government sanction the Pesta Dragon Boat race to be held in the dangerous Western Channel off the Sungai Pinang Jetty in Jelutong?

Q1(b) : Isnt the relocation of the event at the new site a wastage of PBAPP funds amounting to RM1.5million through the underutilisation of the Teluk Bahang dam and isnt the sudden cancellation of the new venue an admission that it was unsuitable for such events in the first place?

Q1 (c) : Isnt such organisation, an act of wilful negligence that also contributed indirectly to the dragon boat training tragedy of 2010 in which 6 students perished?


Fact 2: Buried deep in the 2009 Annual Report was the troubling disclosure that PBA has a deferred tax liability amounting to 54.9million (see screen capture below)







Q2 : Can you explain what effect will the said liability have on overall finances in the short term?



Fact 3: It is a given fact, that you, Lim Guan Eng, claimed that investments in NRW management was curtailed due to reductions in operating expenditure.


Q3: I put it to you that you LIED in making such a factually erroneous assertion when in fact operating expenditure increased by approxiamtely 4million in FY2009 from RM 180million in FY 2008 to RM184million in FY 2009.

Fact 4: Apart from a deferred tax liability, there is also a contigent liability subsequent to the balance sheet being posted. This liability constitues a third party claim amounting to RM26million which is is now awaiting arbitration





Q4(a) : Provision of details pertaining to the said claim without prejudicing your legal rights.

Q4(b) : If the judicial decision is unfavourable, list out how PBAPP will cope with this contigency and what impact will this liability will have on the group's finances
Fact 5 : Director's fees consisting of allowances increased by more than RM100k in a period of "recession" as you cunningly put it.

Q5: Can you, Lim Guan Eng morally justify such blatant excessess to enrich yourself and your cronies when the group is mired in an economic "slump'?

I guess that will suffice for the moment but rest assured that I have more questions, armed with facts and evidence, to ask regarding several other issues and the Penang economy. In the meantime, I suggest you resign and dissolve your racist and incompetent administration and beat a hasty retreat from the once Pearl of the Orient lest I expose you for the charlatan you are.

Revert: Rest assured that more revelations are in store. Wonder how the PAC shield will be deployed now? Guess the vaunted CAT is literally so transparent that it is invisble to public eye!

Penang in Decline : Perbadanan Bekalan Air Pulau Pinang (PBAPP): Guan Eng's Hidden Watery Grave (Part 1)

It is clear why Lim Guan Eng has launched a verbal onslaught against the the federal appointed, SDO. The timing couldnt be more perfect. After dillydallying with the PBA 2009 annual report and accounts (finally released last Wednesday), LGE must be fretting that the can of worms it was harbouring might be levered open. Hence, the firststrike mechanism was activated and a diversionary strategem deployed.



To put it mildly, the report makes abysmal reading. It is also a damning indictment of LGE and Co's much vaunted management skills. The report is replete with instances of wastage, inefficiencies and downright incompetence that has reduced a once wellrun state outfit (the envy of many) to a pathetic state. There is hardly anything redeeming in those figures save for fat increases in the BOD's allowances.



This post will inevitably be misconstrued as a Pakatan bashing exercise crafted by a paid lackey and initiated at the behest of UMNO. Sadly, that will be the assumption of PR fanatics but nothing could be further from the truth. I trust the 2600+ exclusive readers of this blog to read this piece dispassionately and arrive at an unbiased conclusion. They can take it with a pinch of salt and a touch of vinegar before tarrying over to the links provided to floss away the bitter aftertaste of a character assasination if they deem this to be one. After all, change should be for the better, a step up in the scheme of things. But if that much lauded change is in the reverse direction, then it would be better if there is no change at all. For stasis would be bliss anytime anywhere if the alternative is a slippery slide into collective insolvency.

It may not be apparent to many people in Penang but beneath the floorboards of public deceit, there lies a private watery grave. A grave that is getting ever bigger by the year through which the innards of one Penang's hitherto wellmanaged state asset is being bled dry, the sacrificial cash cow butchered on the altar of politics and poor management.

Slowly but surely,Perbadanan Bekalan Air Pulau Pinang is being drowned by management ineptitude, weak leadership and a lack of intellectual nous. The saga of PBA's decline and probably eventual demise commences at its moment of apogee sometime in April 2008, a tale that has taken a life of its own and selfaccelerating towards it eventual suicide.

A snapshot of PBA's grandiose past and its shabby present will illustrate how a tsunami of idle chatter can easily swamp levees built through years of hard work. No! this has nothing to with SDO vs CM, a freakshow so obtusely conceived that even a little boy will shake his head in disgust at the sight of 2 grownups going hammer and thong at each other's jugular. A CM, yeah you read that right for ever since he ascended the throne, he had taken umbrage at all and sundry except his own derriere for Penang's current misery.

Let the unassailable facts inundating PBA voice their tale of horror:

In 2007, the last calender year KTK was at the helm, this is what PBA's finances looked like :




Fast forward to 2009, and one is struck by how quickly, a once thriving entity on the cusp of more glory has instead descended into a deep cesspool.





Everything has been completely submerged in 2 short years and PBA is on the road to insolvency if this keeps up for another 3. Generally, there has been a drop in all key areas: revenue, PBT, PAT, EPS. You name it and Guan Eng and co has confounded market expectations by achieving it. To top it all, there has been other superduper achievements as well: lower Cash and Cash equivalents, higher operational costs, increased loss from NRW. A brief peek at the 2007 numbers and that of 2009 will be enlightening indeed:

C & CE is dropping at an average annual attrition rate of approxiamtely 20 million per annum and come 2013, only an empty till will welcome the new BODs.

2007 : Rm 108.858 million
2008 : RM 80.164 million
2009: RM62.067 million

and C & CE holdings in interest yielding FDs have deteriorated by 50% from RM 104.4 million in 2007 to RM52million by 2009.
Profit Before Tax (PBT) has sunk like a headstone into the Air Itam mere, awaiting to be fished out like a dead corpse in the not too distant future. Guan Eng's lame excuse of increased operating costs vis-a-vis static tarriff rates does not cut much ice. In fact, the claim sounds more like untreated hogwash from a chingkie pigfarm especially when juxtaposed with pre 2008 operating costs and profits:

2007: RM121million (OC) ; RM51.6million (PBT)
2008 : RM130million (OC) ; RM27.7million (PBT)
2009 : RM 134million (OC) ; RM15.8million (PBT)

A case of costs going up by 10% but profits plunging by almost 69%!!!! some business acumen there. Guano tries to gloss over the disaster by citing the economic malaise but the hard facts shout back that while trade consumption had gone down by 5.9%, domestic consumption somehwat mitigated this by increasing 2.5%. Guano attempts another con by trotting out operating costs and harps about lower returns from disposed investments, interests and dividends. However, he conveniently hides the reality that this latter income were already plummeteing pre-2009, way before the crisis

2007: RM22.9million
2008: RM13.5million
2009: RM11.5million

Indepth analysis would reveal that administrative costs had balloned by a whopping RM15 million in the two years Guano arrogantly ascended the throne (from RM31million in 2007 to RM46million by 2009)
Little wonder then, given this profligacy,EPS has plummeted dramatically over the past 2 years and is in real danger of plunging through the gutterhole and being washed away by the toxic effluents eddying in there.
2007: RM 13.28
2008 : RM 9.45
2009 : RM 4.47



What must surely take the cake was the fact that the moron noted that while water generation increased by 1.7% , this increased output was frittered away by NRW! My gawd! You produce for the sake of wastage. What a nincompoop!!. To put matters in their propoer perspective, the flow of Non Revenue Water has been cranked up a notch:

2007 : 16.9%
2008 : 16.9%
2009: 19.1%

Guano attributed this to budget limitations but operating costs actually increased by 2.2% over 2008 and cumulative investments to reduce NRW amounted to RM2million and yetNRW creeps up! Talk about efficiency.

But the shit on the cake must be the fact that PBA's BOD rewarded themselves for 2 (since April 2008) depressive years in charge. A look at the pre and post 2008 allowance list will gurgle the tale:

BOD allowance

2007 : 315908 (of which 175608 were for Group level allowances)
2008 : 346955 (of which 187638 were for Group level allowances)
2009 : 423800 (breakdown for Group/company level not available)



A case of allowance rising by almost 30% but performance deteriorating double the amount!! (ROFL).
I will take a breather and allow this titanic of a disaster to sink in before I return with more troubling questions that Guano will be hardpressed to answer.

Penang in Decline (Part 2) or a Double Pesta of Tennis Kings and Wrecked Livelihoods

Everything about Penang is either broken or falling apart. From the broken faucet and leaking cistern at the Bayan Lepas International Airport to rubbish strewn Gurney Drive, potholed roads, surly MPPP workers, Penang reeks of an unfathomable existential angst. Perhaps it is the new dawn thats spreading its rays of despair, shining forth its light on the broken promises, shattered dreams and shards of disillusionment spawned by a racist megalomaniac intent on playing to the gallery rather than serving the public.

Walkig to Padang Kota with Roslan and Firdaus was akin to strolling down a memory lane of broken promises. Gesturing at the rubbish strewn, unkempt field,Roslan narrated about the "Kings of Tennis" fiasco and wondered aloud when action against the culprits and the state government linked honcho who waived mandatory MPPP fees would commence, if ever. I told him to forget it as the events organiser was a Chingkie sexy chickhelmed outfit and no way was Mr Chief Mminister gonna act unless it involved a hapless Malay granddame of an Aminah.After all what was the value of a rock dry menopausal cunt compared to a lubricated juicy clit in the "eyes" of a failed accountant's cock.

Firdaus mused about losses during the double Pesta scam in 2008 and was puzzled as to why the guy fingered as the culprit was still holding on to his exco post. Once again, I had to reassure him that no action would be against a 'broken English' idiot and he would have to live with his losses as would the many Malay hawkers who have seen their livelihood reduced to a rubble of broken planks, trashed furniture and smashed crockery before their very eyes.

Penang in Decline (Part 1) or How to Wreck Something Good

Finishing my "business" at the mens in Bayan Lepas International Airport, I reached for the toilet rolls to swipe my arse clean and miracle of miracles, Lim Guan Eng's report card congealed before my very eyes on the soiled paper. Yea..it was plain shitty alright, yet another reminder how this Pearl of the Orient is fast becoming a Whirl of Disorient - an inconsequential blip on the investment and growth radars.

The scores make depressing reading for Penangites:

Growth in 2010 : -3.7 (2% off the national average)
FDI : plummeting from 10.2 billion* to RM2B; a 80% drop
Investment ranking : Slipping to No 5 in 2009 (from no 4 in 2008)and out of the Big Four of the local EPL (Economic Powerhouse League) : (1) and (2)

With total investments for January and February 2010, amounting to an anaemic RM200 million,Penang is fast morphing into our local version of Dickens' 'Bleak House' where soon unemployed vagrants and drug addled zombies will stalk the streets veiled by a perpetual smog in search of jaga kereta job opportunities, petty crime vacancies and

Much of the blame for Penang's misery lies at the ostentatous door of the affectatious Chief Minister, Lim Guan Eng, a woefully inept socialist apparatchik who spouts socialism at the public lectern but who worships capitalism at the private altar in cahoots with a hodgepodge agglomeration of seedy property developers and even seedier industrialists. A potpourri of weirdos who pen MOUs like there are no IOUs, men who promise the world but deliver the village.

The debacle commenced when Guano the local Beano decided to racialise the economic landscape through a raft of appointments that was designed to showcase Chingkie business acumen but ended up displaying shitty conmen. Then he embarked on a publicity stunt by inking a RM300M MOU with a Korean outfit announced with much hoopla and razzmatazz, a MOU which lies stinking in the lallangs of Batu Kawan devoid of moolah and all that jazz.........(to be continued)

* Note : RM4.7B of this amount was garnered during the 1stQ of 2008 during Koh Tsu Koon's tenure and not by Lim as he loves to bleat like a love cheat who chanced upon a free clit.
